An Ozone Exceedance = 0.076 ppm or greater
Exceedances are unique unhealthy air days, yet Exceedances are not the same as ‘Violating the Ozone Standard’.
The EPA National Ambient Air Quality Standard (NAAQS) for ozone is determined by the monitor with the highest ‘Design Value’. This ozone ‘Design Value’, uses ozone data (level, reading, value…NOT the number of unhealthy exceedance days). Specifically, the Design Value is calculated from the 4th highest value for the year – averaged over a ‘rolling’ 3-year average. In the table above, the middle columns – the ones with dates – show this year’s 1st through 4th highest daily readings per monitor. The 4th highest column is the one that ‘counts’ at year end – the one that is averaged with the 4th highest readings from the two previous years to determine each monitor’s Design Value.

A Violation of the ozone standard occurs when the 3-year average (which is the Design Value) is 0.076 ppm or greater.

Thus, the last column in the table above indicates our Current Design Value is 0.074 ppm. This comes from the Central monitor averaging 2012’s 4th high value (0.085), 2013’s 4th highest value (0.072) and our current 2014 4th highest reading of 0.065 (each monitor is averaged uniquely and the standard uses no rounding).
Does our 2012-2014 Design Value meeting the EPA ozone standard? Yes! (0.074 ppm)
Does our 2011-2013 Design Value meet the EPA ozone standard? No (0.080 ppm)
